Dalian Petrochemical: Complete shutdown and exit of old plant

On June 30, with the shutdown of the 10 million tons/year atmospheric and vacuum distillation unit, the old plant of PetroChina Dalian Petrochemical Company was completely shut down and withdrawn, and the preliminary work of PetroChina Dalian Petrochemical (West Zhongdao) refining and chemical integration project is being accelerated.
PetroChina Dalian Petrochemical Company is a large-scale fuel-lubricant oil refining and chemical enterprise integrating refining and chemical industry, and is an important refining and chemical production base in Northeast China. The crude oil processing capacity is 20.5 million tons/year, and the terminal throughput capacity exceeds 23 million tons.
On June 30, in the old plant of PetroChina Dalian Petrochemical Company, the production equipment that used to run day and night and roared is gradually returning to calm, and the production equipment here is being shut down safely, steadily and orderly.
According to the deployment of CNPC, CNPC Dalian Petrochemical Company is accelerating the transformation and upgrading of its refining and chemical business around the goal of "green and low-carbon, innovative and efficient, digital and open". It plans to build 10 million tons/year of refining, 1.2 million tons/year of ethylene and downstream devices in the Changxing Island (Xizhong Island) Petrochemical Park, coupling nuclear energy low-carbon steam and green electricity, and focusing on improving product competitiveness.
The relocation project of CNPC Dalian Petrochemical has a long history. As early as 2013 when the National Development and Reform Commission proposed to arrange seven major petrochemical industrial bases across the country, Dalian Xizhong Island (Changxing Island) Petrochemical Park, as an important part and professional park of the Changxing Island Economic and Technological Development Zone, a national-level economic and technological development zone, became the first choice for Dalian Petrochemical's relocation.
In March 2024, the agreement on the relocation and upgrading project of CNPC Dalian Petrochemical with a total investment of 68.5 billion yuan was officially signed. On October 28, the official website of the Dalian Municipal Government announced that the relocation of Dalian Petrochemical pressed the "accelerator" and the construction of supporting roads for the Xizhong Island Refining and Chemical Industrial Park, which is about to move in, started. The entire project will be built in phases, with the first phase being newly built and the second phase being relocated.
On May 26, 2025, the public participation announcement for the social stability risk assessment of the refining and chemical integration project of China Petroleum Dalian Petrochemical Branch (Xizhongdao) was released. At the same time, the preliminary work of Dalian Petrochemical Xizhongdao Refining and Chemical Integration Project has also begun in full swing.
At present, the 10 million tons/year atmospheric and vacuum distillation unit in the old plant area has begun to shut down. The production unit is scheduled to complete the process treatment of the unit and the upstream and downstream pipelines of the unit by the end of August, and complete the unloading and delivery and dismantling by the end of September. In terms of the exit node of the storage and transportation system, the finished product inventory in the storage and transportation tank area was shipped out at the end of July; the intermediate materials and finished product storage tanks in the factory were cleared and delivered for tank washing at the end of August; the unqualified materials were centrally disposed of at the end of September, the pipeline process of the storage and transportation system except the crude oil system was completed, and all oil tanks except crude oil were delivered for tank washing; all crude oil tanks were delivered for tank washing at the end of November.
After the entire relocation is completed, the PetroChina Dalian Petrochemical (West Zhongdao) Refining and Chemical Integration Project will realize the transformation of PetroChina Dalian Petrochemical Company into a refining and chemical integration enterprise, effectively change the refining and chemical industry structure of Dalian City, Liaoning Province and even the entire Northeast China, become a landmark petrochemical base in the Northeast China region of PetroChina, and promote the high-quality development of PetroChina's refining and chemical business to a new level.
